HEB needs to innovate a spice deli, a type of deli or bar where you can go to the counter and order whatever amount of whatever kind of spice you need. In the same way that a meat or cheese deli works, a spice deli would have a person behind a counter with a large inventory of spices. Different prices for different spices, need a cup of cumin or a 2 tablespoons of sweet paprika?
Just take a number, place your order and be on your way. That would make things so much easier when trying to cook from a recipe book. You wouldn't have to buy a huge bottle of some random spice that Rachel Ray or Bobby Flay asked for in their recipe that you aren't going to ever use again and that'll just sit on your spice rack until you move out. Or maybe even an automated spice vending machine?
